Please kindly understand that the Outlook tag here we mainly focus on general issues about Outlook desktop client, and we know little about Outlook for mobile. It is suggested for you to try contacting the in-app support (see Get in-app help for Outlook for iOS and Android) or post a new thread to the dedicated forum for Outlook for mobile.
For Outlook desktop client, you can check if the Outlook is online.
If you see "Disconnected," "Working Offline," or "Trying to connect...," Outlook can't reach email server, make sure Outlook is online:
Select Send/Receive.
In Preferences tab, select Work Offline to toggle between offline and online mode. Once you are back online, you may need to open the message and send it again or select Send/Receive.
