Why hasn't microsoft updated outlook to use latest html styles when rendering an email?

Why can't we use the latest HTML and CSS to display our emails in Outlook? Why do we still have to include IMG attributes like height, width, align, hspace and vspace that were deprecated at 20 years ago. Why can we not use styles like margin, padding, display on certain elements?

I don't think Microsoft have changed their email rendering engine for over 10 years at least.

I love you Microsoft but come on this is ridiculous! Keep up with the times!
