@Matthew Hedrick, Thanks for posting in Q&A. Based as I know, to make Intune policy applied, Intune license is needed. If the device is user own, we can assign the Intune license to the user. If the device is a shared device, we can use Device license. Here is a link with more details:

For the UPN none, this can be occurred because the policy is deployed when no user is logging the device.
Please assign related license and see if it will work.
