CSV format, starting with 0

After saving in CSV format, numbers starting with 0 and 0 are removed. So how can you keep the length of the text inside the cell, it must be 7 bits, and the 0 at the beginning cannot disappear.

As far as I know, this feature is not available in csv file format.
