Mac OS - can't download Microsoft Outlook

Supposedly Microsoft made Outlook app on the App Store free for all users that doesn't require Office 365 subscription. However, I get this error, tried about 10 times to download

    Yes, you can use Outlook for free on macOS, no Microsoft 365 subscription or license necessary.

    According to my research, the possible reason for this error code is that Outlook has been installed.

    Please check the local applications directory on your iMac to see if Outlook is already installed.
