personally, I also had some challenges with importing files into the Azure Digital Twins 3D Scenes environment.
It feels like the Windows 11 3D Viewer and 3DPaint are good test tools to find out if your GLB file will work in 3D Scenes.
So check it in those apps first.
The Blender export wizard for GLB also offers a number of settings to play with.
Not tested myself, but maybe this tool will help you also.
