    Hello Muhidin,

    Please follow the guide:

    Assign Microsoft 365 licenses to users

    https://learn.microsoft.com/en-us/microsoft-365/admin/manage/assign-licenses-to-users?view=o365-worldwide

    You will need one of the following admin roles:

    • License Administrator
    • Global Administrator
    • User Administrator

    @Muhidin warsame

    Thank you for your post and I apologize for the delayed response!

    I understand that you signed up for an Azure AD P2 License and are currently having issues assigning your Azure AD P2 License to a user within the Azure Portal. To hopefully point you in the right direction or resolve your issue, I'll share my findings and some troubleshooting steps below.

    Findings:

    I noticed that you aren't able to see your Azure AD P2 License from the Products Page to assign your license to a user. To find your service plan and plan details, please ensure that you're signed in with an account with the correct permissions (i.e. License / Global admin). Additionally, depending on how soon after you purchased the license and tried assigning it, you might have to refresh your page.

    Please note that if you haven't set your Usage Location some Microsoft services are not available in all locations. Before a license can be assigned to a user, the administrator has to specify the Usage location property on the user. For more info.

    • You can set this value in the Azure Active Directory > Users > Profile > Settings area in Azure AD. Any user whose usage location isn't specified inherits the location of the Azure AD organization.

    If you're still having issues assigning Licenses from the Products page, you can also navigate directly to the user's profile within Azure AD and assign the license from there.

    I hope this helps!
