What could be the reason I cannot access the Custom Model Creator in my Azure account even though I have full access? Is there a specific form I need to fill, or a subscription I am missing?
Could you confirm what do you mean by you are not able to access?

Regarding Fine tuning openai model -
Can you share more details?
Please note that, Fine tuning is currently not available for new customers as it is turned off for all regions. Unfortunately, we don't have any ETA at this moment when fine tuning opens again.
The models page will be updated as soon as we open up regions for fine tuning and users should be able to submit requests when it is made available.
If you have previously fine-tuned & deployed in a region, then you can fine tune in that region if it's available.
