I reset my computer and upgraded it to Windows 11. Unfortunately, this didn't resolve the time synchronization problem, but at least the issue with the Windows Store was fixed. I think the actual solution came before the reset, when I manually adjusted the CMOS clock in the BIOS to match the current time according to time.is. Prior to that adjustment, the BIOS clock was about 10 minutes off.

This has been a problem since I first built this PC. I have tried a ton of things including running the following commads:
w32tm /unregister
net stop w32time
w32tm /register
net start w32time
w32tm /config /manualpeerlist:<time.windows.com> /syncfromflags:manual /reliable:yes /update
net stop w32time
net start w32time
w32tm /query /status
w32tm /query /configuration
I have tried a ton of things but it seems like no matter what I do it keeps on wanting to draw time from the motherboard instead of time.windows.com.
