email sensitivity lable inheritance from attached files

We have set our O365 environment up so that an email inhetits the sensitivity label from the attached file if that attached file has a highter sensitivity label.

This works fine but when the attached file is removed again before sending the email, the email retains the higher lebel setting instead of reverting back to the original default label.

Is this expected behaviour and is there an article that explains this?

According to the documentation, label inheritance from email attachments will replace a lower priority sensitivity label that is automatically applied or applied as a default label, but won’t override a higher priority label. This means that if you remove the attachment with a higher sensitivity label, the email will not revert back to the original default label, unless it has a higher priority than the inherited label.
