Unable to create ADLS Gen2 in Free Tier Subscription

I am trying to do a PoC by writing some data from Databricks to ADLS Gen2 Account. But when I try to create one using my free subscription it does not show an option to create a new ADLS gen2 storage. The portal just has the Gen 1 and it would not allow me to choose any location. Could any one please help me create ADLS Gen2 account?

    Azure Data Lake Storage Gen2 is a set of capabilities dedicated to big data analytics, built on Azure Blob Storage.

    You can create ADLS gen2 account like storage account but make sure to select Enable hierarchical namespace as shown below:

    Here are the steps to create to ADLS Gen2 storage account:
