Is it possible to build a OneNote notebook for someone else? Not to "Share", just to give it to them.

I created a OneNote notebook for myself at work. A coworker who is not a member of my team wants to use my notebook with her team, but we are separate state divisions so we cannot "Share" a Notebook, nor do either of us want to.

So is there a way I can just make her a copy of it and send it to her and not have to "share" her Notebook with her?
