I wish to purchase a windows virtual desktop with Windows Pro 10. Does pricing list in the Microsoft azure include the license fee of the OS

Access Windows 10 Enterprise and Windows 7 Enterprise desktops and apps at no additional cost if you have an eligible Windows or Microsoft 365 license.

You are eligible to access Windows 10 and Windows 7 with Windows Virtual Desktop if you have one of the following per user licenses*:

• Microsoft 365 E3/E5
• Microsoft 365 A3/A5/Student Use Benefits
• Microsoft 365 F3
• Microsoft 365 Business Premium**
• Windows 10 Enterprise E3/E5
• Windows 10 Education A3/A5
• Windows 10 VDA per user

The most easy way to get a single desktop with Windows 10 Pro is using a VM and enable RDP for external access. Licensign cost for the OS will be billed along the compute, storage and additional servicies. Nevertheless you wont see the licensing cost as a item.
