Why does the OneDrive Sync app health report list some users devices multiple times?

Network admins configured a GPO entry to push out the registry setting needed for a device to get picked up in the OneDrive Sync app health report. This was done first for a pilot group of just nine users. However, now I'm seeing one user appearing in the report three times and several other users appear twice in this report.

For the user that appears three times in the report, the display name, username, device name, known folders, App version, OS, and Last Synced values are identical - only the Last Status Reported is different for each.

For the three users that are listed twice in the report, each of their entries is the same except for the App version and Last Status Reported.

What could be the basis for having users appear multiple times, for the same machine, in this report?
