    The issue is related with Intune Mobile device management, one of the most common reason could be due to the license issue. Refer the following post and see whether it helps solving your problem.

    @Elia Johnson, Thanks for posting in Q&A. Agree with sreejukg, the error can be related with license. Please ensure Microsoft Intune Plan 1 license is assigned to the user or any license package which contain Intune license has been assigned:
