Please try to reboot your machine, download a new bootstrapper file(setup file) and put it into a new clean folder. Run it as administrator, and check if this time it works.
If this doesn't work, please try to rename %Temp%(C:\Users\username\AppData\Local\Temp) folder(you may need to reboot the machine to rename the folder, if some applications are using the files in this folder) and reinstall VS again.
Besides, please make sure that Windows OS is updated and no update errors, also there’s no permission limitation, extension, antivirus or group policy which may block you from installing VS, on your machine.
