How login my azure without authenticator whike I could reset pwd by backup email

Question

I have a azure manager account which use authenticator to validate.Unfortunatly,I delete the authenticator by miss.When I try to login again,it shows I need to make a permission on authenticator while using authenticator to add it.And I try the way that to reset password,found that by input the code received in backup email,but still can't login since I must use authenticator.Why not delete authenticator access while reset password or why can't I use backup email to login my azure manager account?

If you are the only global admin on the account and are blocked entirely, you can reach out to the Azure / 365 Data Protection team to restore access. 866-807-5850

Also, for the future, you can create an emergency access account (break glass) in Azure AD. This account will help prevent being accidentally locked out of your Azure Active Directory (Azure AD) organization because you can't sign in for any reason. https://docs.microsoft.com/en-us/azure/active-directory/roles/security-emergency-access
