Snip tools OCR location

I am member o OPS team in NHS trust and saw a headline that snip tools for Windows 11 could read the texts in pictures. It seems there is AI OCR application involve to read the texts and my question is where this application will hold the pictures for analyse? Is it in local machine or cloud? If it is in cloud, is there any way to disable it for users?
