Does this mean that these 2 users have been migrated (IE more users will be affected by this), in both cases if they open it via the PRE icon they do not have the toggle to go back.
If you switch from the classic version of Outlook for Windows or Windows Mail to the new version of Outlook for Windows, when you try to start the classic version or Windows Mail, you are automatically redirected to the new version of Outlook for Windows. This does not mean that your account has been migrated, it just means that your app settings have been changed. You can start the classic version of Outlook for Windows by searching for outlook.exe in File Explorer and running it.
Besides, you can switch back whenever you want, just switch the toggle off in the new Outlook and it will automatically open the classic version.

Regardless will outlook365 eventually be getting replaced by the new outlook view/ outlook for windows?
There’s still no word on when Microsoft will start to fully replace the old Outlook with the new app, you can follow the roadmap for the latest updates.
