Intune Win32 Apps Installation failed, check log Stuck at downloading, file size 0

We are currently experiencing a problem with one of our applications. Specifically:

  1. Issue Description: The application is stuck at the "downloading" stage within the "Incoming" folder, but no files are being successfully downloaded. FIle size is always 0.
  2. Log Message: The log files indicate the error message "No Subscribers to DownloadProgressHandler."

When attempting to manually download the application by copying the DownloadUrl into a web browser, the download request using HTTPS fails. To work around the HTTPS download issue, we attempted modifying the DownloadUrl by adding "https://" to the beginning, followed by the remaining part of the original DownloadUrl. This approach allowed us to successfully download the package.

We suspect that there might be an issue with our settings, causing this problem. We would appreciate any guidance or assistance in identifying and resolving the underlying issue.

Troubleshooting Steps Taken:

  • We have attempted to reset the Intune Agent.
  • We also tried performing Change the DO (Delivery Optimization) to 1, 2, 3, and 99, but encountered the same issue each time.

    Hi there,

    I had this same issue for the last few days. Currently testing deployment of Solidworks 2023 SP5 using an administrative image as Win32 App deployment.

    I believe I have managed to fix the issue. The problem wasn't actually the installer, but the download part of the process was is where it was failing. The issue appears to have been because I had we GPO defining delivery optimization settings. The IME uses delivery optimization in the background to download app updates. This includes custom app deployments assigned by sys admins.
    Check to see if you have anything affecting the delivery optimization settings on your machine, and try deploying your Win32 App again with default DO settings on the client. This fixed it for me.

    @Alex You, Thanks for posting in Q&A. From your description, I know win32 download is failed. And when you try the download URL, it is failed. From the log, I find the download URL is a http url. Please check if there are any firewall or proxy settings that may be blocking the download url. And contact network team to ensure we can access the download url.

    If this happends on all machines for one application, consider to re-wrap it again and use latest wrapper available: https://github.com/Microsoft/Microsoft-Win32-Content-Prep-Tool

    Latest version is 1.8.4. It is rare, but sometimes it happends that the content gets corrupted during wrappering or uploading the content to Intune.
