Need admin approval when get user's delegated access to OneDrive

Question

When I request delegated access to OneDrive through my app registration from users as mentioned in following doc, they are continuously prompted to require administrator consent.

How can I avoid this situation, and which settings in my app registration do I need to adjust?

If I don't require it, how can I advise my users?
