Cannot stop/delete Azure subscription due to Azure RBAC access.

A few days ago I saw that I have forgotten subscription which I don't use and nothing is attached to it, which takes me money everyday. I want to stop/delete this subscription, but I when press it, I got the following message: "Although you have access to manage billing for this subscription, you don't have Azure RBAC access. The access is required to manage resources, cancel and re-enable a subscription. Contact an existing Azure RBAC owner of this subscription to get access. For more information, see the below link". I am the owner of the subscription, but unfortunately I cannot enter it. Can you provide me with assistance? Also is there a way to refund the money and prove that I didn't use anything?

    @Petar Neshkov Actions such as deleting a subscription require a support case due to the nature of the request. This same team should also be able to submit a refund request on your behalf.
