Based on the error message you provided, it seems like you’re encountering a UserHasNoMailboxAndNoLicenseAssignedError. This error message indicates that there might be a license issue with your account. It could be that your admin has not assigned an Exchange online license to your account yet, or in some cases, it could be that your admin has made a change lately in license settings.
I would recommend reaching out to your admin to assign a license to your account and then login your account with Outlook Web App (OWA) to see if the error preexist. If not, change a browser such as Edge.
