Please try to see if force removal helps.
This is what I found: Import PST Job stuck at 0%
<<I can't even kill it with powershell, cause it's not listed when I run the command Get-MailboxImportRequest.
Before this have you tried removal via powershell ? I saw it mentioned here that if not listed, maybe the job has been removed and the GUI is just slow to update.
PST import into Office 365 is stuck
