Since Script Editor is not supported in SharePoint Online Modern page, I will recommend you to use spfx to create a Modal Dialog Pop Up.

You will need to setup the environment for spfx. You can install the package by following line

npm install gulp-cli yo @microsoft/generator-sharepoint --global

Hi @Lu, Kai (Rocky)

Since some security policy, our forum doesn't support call for remote technical help. You could check if you have installed Node.js by node --version. And you will need to use right verison to support spfx
