Microsoft is aware of KB5031356 related issue and working on it to resolve the issue ASAP. Please tuned for updates.
Currently, you could try the following workarounds before the fix is officially delivered:
- Uninstall KB5031356.
- Remove the HideFirstRunExperience registry entry, launch Edge (2-3 times if needed) to let the first run experience run then test the IE to Edge functionality.
