Unfortunately, you can't undo the removal of your phone number from your Entra ID account, but you can re-add your phone number by going back to your Entra ID user.
- Navigate to Microsoft Entra ID.
- Select Users from the left pane and select the appropriate user
- Select Authentication Methods under manage from the left pane.
Based off your error message and since you can't login to your account, you can ask other users within your tenant to unlock/unblock your account. However, if you're completely locked out of your Microsoft Entra ID tenant, I'd recommend reaching out to our Global Customer Service team so they look into unlocking/unblocking your account, or you can contact the Azure Data Protection team for further assistance - (866-807-5850)

For future reference, I'd also recommend creating and managing an emergency access account in Azure AD. This account will help prevent being accidentally locked out of your Azure Active Directory (Azure AD) organization because you can't sign in for any reason.
