Considering that you have already tried some troubleshooting measures, it is recommended that you try other methods:
- Turn off cache mode and see if the error persists.
- In order to rule out whether it is caused by some add-ins, run Outlook in safe mode (close Outlook, press Win+R keys, enter "outlook /safe", press Enter), and check the results. If Outlook works as expected, the issue might be due to add-in(s) installed.
- Delete the Temp folders on the machine and check the result: Click on start->run->type %temp%->delete all contents in that folder.
- You can delete the public folder favorites by using MFCMapi.
