How license OFFICE with an EA+SCE+SA benefit SELF-HOSTING with Unified application in SaaS?

The COMPANY has an active EA+SCE agreement and want to sell their own payroll application via SaaS to their SMALL CUSTOMERS. All the servers and the emplyees in the COMPANY are covered by EA+SCE lic. +SA.

The COMPANY wants to utilize the SA BENEFIT named SELF-HOSTING to sell their payroll UNIFIED SOLUTION via SaaS.

The payroll application access to servers via RDS and it needs inside some excel components.

The SMALL CUSTOMERS access to the payroll app via RDS, and they own their own windows+office license.

THe SMALL CUSTOMERS utilize their own excel (installed and licensed locally) to fill in data in the payroll application.

Can the company install & license properly OFFICE on the server farm?

Does the COMPANY need to license any OFFICE lic on the server farm?

Which kind of license the COMPANY needs for OFFICE on the server farm?

i have contacted already several point of contacts and telefone numbers, but with solution
