First, Check if Developer PowerShell is corrupted and if there is a problem with the Developer PowerShell configuration.
Main menu>Tools>Options> environment>Terminal
If there is no problem, click restore to reset PowerShell.
Also, if PowerShell doesn't have any damage, you can also try checking if the Developer Command Prompt can be typed. Then you can then use the Visual Studio installer to repair Visual Studio-open the visual studio installer>find the version you use>click more and select repair.
