How to add Color Palette to Slide Master in PowerPoint?

I don't know how this guy added a color palette to Slide Master! Anybody knows?

    Create shapes, then move them off the slide master to the margin. However, such a palette isn't especially useful, since those shapes can't be selected in Edit (Normal) mode.

    For a solution that users can actually use, add the colors to a Custom Colors palette that appears on the standard color picker. Here's my how-to article:

    Create colored shapes, then move them off the edge of the slide in Slide Master view. However, such a palette isn't especially helpful to users, since the shapes cannot be selected and read without entering slide master view.
