I have the same problem. Why the hell does this not work with the "go-as-you-pay" plan? Isn't that the whole point of a cloud solution? AWS is much easier to use. This isn't very comfortable.

I have a Pay as you go subscription and I am trying to create a new Microsoft Entra ID tenant. At first, I had two tenants, the default and a secondary one. When trying to create a third tenant, the captcha validation was always failing regardless of inputting the correct value. I decided to remove the second tenant, which was not being used, and start from scratch, but now when trying to add a new tenant, the Microsoft Entra ID option is disabled with the message "Only paid customers can create a Microsoft Entra Workforce tenant.".
What do I have to do to create the new tenant?

Checked permissions, subscription type, and role as a Global Administrator. I've been using Azure with pay-as-you-go for years now, and was able to provision almost every type of resources in the past (and I have paid invoices, and credit card on the account). Any insights or solutions appreciated!

Unable to create a new tenant in Azure AD. It gives me the error message "Only paid customers can create a Microsoft Entra Workforce tenant." I have upgraded to Microsoft Entra ID P2 license but still not able to create the tenant from a Global Administrator account.
