I am a consultant and a customer reached out few days ago with a similar question.
After doing a ton of research and according to Microsoft documentation:
- Direct Transfer to Other Storage:
- It's not possible to directly move or copy the last backup from Azure Recovery Services to another storage account for cost reduction.
- Alternative Approach - Restoring to an Alternate Machine:
- Azure Backup allows for the restoration of the backup to an alternate machine. This means you can restore the data from Azure Recovery Services to a different server or machine, which could then be manually moved to another storage solution.
- For guidance on restoring using Microsoft Azure Backup Server (MABS), refer to the Restore Azure Backup Server guide.
- For Microsoft Azure Recovery Services Agent (MARS), the instructions are available in the Restore data to an alternate machine guide.
- For guidance on restoring using Microsoft Azure Backup Server (MABS), refer to the Restore Azure Backup Server guide.

- Deleting the Recovery Services Vault:
- After ensuring that the necessary data is restored and secured, you can delete the Azure Recovery Services vault to stop further billing. Be cautious as this action is irreversible and will delete all backup data in the vault.
- Billing Considerations:
- Be aware of potential additional costs involved in restoring to an alternate machine and transferring data to a different storage solution.
