According to my research, the error code '550 5.7.705 Service unavailable. Access denied, tenant has exceeded threshold.'” occurs when there are too much spam or bulk mail has been sent from your organization so Microsoft blocks users in your organization from sending outgoing emails.
To narrow down this issue, we recommend you to firstly run a message trace to check how many emails are sending out from you in the past 1 week, then you can refer to the solution in the following document to see if it can help to fix this problem for you: "Tenant has exceeded threshold" NDR when mail is sent from your organization.
