I am trying to exclude all inactive mailboxes from all org holds (retention policy)
it seems the SET-Mailbox cmlet is not longer working:
Set-Mailbox -ExcludeFromAllOrgHolds <guid>
is there a new way to get this to work with the new cmlets?

The MS Doc shows that "Set-Mailbox -ExcludeFromAllOrgHolds" is supported. Or you can feedback a screenshot of your error.
You can also refer to this:
