Outlook for Merge folders

I previously created three categorized folders and used rules to distinguish them. Recently, the IT department has not allowed us to use rules, and some users may forward content to other places. So now I want to merge the previous folders. Is there any way?

    From your description I understand that you want to merge three folders into one folder, as far as I know, there is currently no direct option for merging folders, I recommend you move emails via below method:

    1. Select an email in the specific folder, then press “Ctrl+A” shortcut to select all emails.
    2. Press “Ctrl+C” to copy all the selected emails.
    3. Press “Ctr+V” or right-click or drag these emails to the folder that you want to move them to.
