OneNote sync error with error code: 0xE00009C8

Question

Recently, when I was using OneNote, I found that several notebooks could not be updated.

Until we are able to verify your account, the body text cannot contain images and links.

Hanging VPN is invalid, closing the notebook and opening it again is invalid.

Error code: 0xE00009C8
