I see that you want to know the VM cost and the backups cost.
An approach here would be,
In a tenant find all Azure subscriptions
For each subscription find the cost details
The user running this would need permissions to get all subscriptions and for each subscription have permission to get cost details.
In backup reports workbook in the backup center you can see how much backup data is stored per VM. IMHO this is the most you get out-of-box in Azure.
