Can't create a Microsoft Entra ID tenant

I can't create a Microsoft Entra ID tenant. I created a pay as you go subscription and tried to create the tenant through that subscription. I also tried logging on and off multiple times. I also tried looking to purchase a P1 subscription but it keeps sending me to office365 and I can't use a personal email. Do I need to purchase an office 365 subscription as well?

So I dug in further and tried to sign up for a P1 license, but it ended up creating a new Microsoft 365 with a different email and was unable to link them together. All I want to do is add a new Microsoft Entra ID tenant with my current personal account. How do I do this?

    @J P Thank you for reaching out to us, As I understand you are trying to create a tenant from pay as you go subscription.

    A recent hotfix now restricts tenant creation by requiring paid P1 or greater licenses. If the Entra ID P2 license is a trial license, that is not enough. Customers attempting to create tenants with trial P1+ licenses will also fail in creating tenants. I hope this helps.
