How do I create a 2nd user who can login to my Azure account and Azure App

Question

I have an Azure account with a virtual machine (VM) which we use to run our website (c#, Visual Studio, SQL Server). We can only login to the Azure portal with the [administrator] email address used to create our account/subscription. We need to allow a 2nd user the ability to login (eg. to start/stop the VM) using their email address which will send an SMS access code to their phone and not the administrator's phone. The 2nd user also needs to login to the Azure app, again with their email address. How do we setup a 2nd user?

You have the option to either create a new user in your Entra Id (Azure AD) or invite a guest user and provide access by using the existing roles, or you can create custom roles that best fit your team's needs.
