I have the same problem, disabling security prompts still has prompts.
How to disable "You don't often get email from..." notices?
Previous forum entries suggest that in order to deactivate this notice, the "Show first contact safety tip" option under Safety Tips & Indicators must be unchecked. I have verified that this option is already unchecked (it was never selected/active). Can someone please provide guidance on the necessary steps to disable this notice for my organization? This problem has only emerged in the last month.

Please go to https://security.microsoft.com/presetSecurityPolicies and disable the Preset Office 365 AntiPhish Default Policy and create a new policy to see if it works.
(Please note that it may take some time for the changes to take effect.)
Then Restart Outlook for Windows and see if the tip disappears for end users.
