Excel forcing into safe mode whenever opening certain excel spreadsheets.

Question

Currently have an issue where for a certain excel spreadsheet whenever adding in a picture, it will force the excel spreadsheet into safe mode and will not allow you to open any spreadsheet after that unless you restart your computer. Version is through Office 2019. My assumption is the Picture is causing the issue. Whenever I open it, the area where the picture normally is, is set up as "#VALUE!" as though it's not finding it. If I save it and send it back to the person it opens perfectly fine.
The picture that is being sent is just a PNG file that is used as a signature.

How did you insert the picture to Workbook?

Did this problem only appear in Excel? How about other Office application?
