Hello,
I am based in USA and I am trying to verify my toll free number to use Azure Communication Services SMS API. Unfortunately, The verification request got rejected because of Opt-In regulations. While reviewing the Opt-In documentations i couldn't understand the following sentence.

Can I please get some help understanding that sentence and best way to make sure i have submitted an accurate application to get the number verified?

The general rule of thumb for opt-in are:
Toll-free verification guidelines:
This is the most crucial step in the verification application and providing the correct information will ensure faster approval times. If proof of opt-in is not provided in Opt-in URL field, URL is inaccessible, or if opt-in process is unclear, the application will be rejected.Kindly ensure the following are correctly set.
- Opt-in process is documented/detailed
- Opt-in image URL is provided and publicly accessible
