I understand that after assigning RBAC permissions to a user, those permissions didn't immediately reflect for the assigned user. To hopefully help point you in the right direction, I'll share the process to assign an RBAC role along with some additional links below.

Note: Please keep in mind that it can take a few minutes for the role assignment to take effect. If the changes don't take effect after a few minutes, you can try refreshing your page or signing out and back in.
Tutorial: Grant a user access to Azure resources using the Azure portal:
- Identify the needed scope - management group, subscription, resource group, or resource.
- Navigate to your required scope (i.e. Resource Group).
- In the navigation menu, click Access control (IAM).
- Click the Role assignments tab to see the current list of role assignments.
- Click Add > Add role assignment.
If you don't have permissions to assign roles, the Add role assignment option will be disabled.
- On the Role tab, select the appropriate role.
- On the Members tab, select the appropriate user.
- On the Review + assign tab, review the role assignment settings.
- Click Review + assign to assign the role.
After a few moments, the user should be assigned the RBAC role at the appropriate scope.
