OneNote: cannot access notebooks (please finish setting up work/school account)

My university account gives me access to Office 365 including OneNote, however when I try to access it on my tablet I just get the message "Please finish setting up your work or school account to access your notebooks". When I follow the link to finish setting up my account it just takes me to the office portal which is no use and doesn't tell me how to finish setting up my account.

It is recommended that you contact your account administrator to confirm whether the account can be logged in on devices other than your organization.
