I want to upgrade in place my windows 2016 to 2019, when run the setup why option keep personal files is disabled?

    What edition of Windows server 2016(standard...) ? And What edition of Server 2019 you want to upgrade to?

    Ensure that your hardware meets the system requirements for Windows Server 2019. Make sure your server has sufficient free disk space, memory, and meets other hardware requirements.

    Are you booting the ISO? You can't do it that way. Boot to your current OS, log on and use file explorer to run setup.exe.

    Make sure that you have a good backup before you do any upgrade.
