Windows 10 Home 20H2 No Option for local account name during setup?

Windows 10 Professional 20H2 install - option to setup local accounts.
Windows 10 Home 20H2 install - no such option. Must use phone number
or email address.

Please confirm?

    You can create the same under Settings:

    Open Settings.
    Click on Accounts.
    Click on Family & other users.
    Under the "Other users" section, click the Add someone else to this PC option.
    Click the I don't have this person's sign-in information option.
    Click the Add a user without a Microsoft account option.
    Specify a short username for the account. For example, admin.
    Skip the password setup for now.
    Click the Next button.
    Proceed accordingly.

    Disconnecting the network is no longer required. During setup you can pick Personal (not business), and at the bottom left is a non-obvious link button that says something like "Offline account". Click it. then on the next screen there is another link button in about the same place that says something like "Limited Access". Click that. Now you can set a password for a local admin account as desired.

    I hotspot my phone to do the setup, then when it prompts for an email account turn off the hot spot & click the back arrow it will then prompt for a local account
    makes it easier then turning of WIFI for Mutiple users
