Did you try to save the file to OneDrive path in Excel or Word?
How did you open the file?
I suggest you check the permission access the OneDrive path, you can go to browser and confirm if you can open the file from browser.
Then if it works in browser, please check the account you use in Office.
You can also change the file name for the copy file and check if this is related to the special characters.
