How to add a CO admin on new update

Hello everyone. it seem that I can't no longer add a CO Admin to handle everything except billings and other things only the owner can do. How do I grant access to someone that can do all the development for me. they are giving to many option such as role and etc...please help. Thank you everyone. I would like to know if there a way to simply giving someone all access or close to all access.

    Co-Administrator is a classic Role; you can use RBAC (Role Based Access Control) to add people (or groups) to the relevant roles, i.e. Contributor.

    Refer: Azure roles, Microsoft Entra roles, and classic subscription administrator roles

    Find the most suitable role for what your purpose is, and you can assign it.
