Does running VS as administrator work?
Does ActivityLog.xml file show any detailed error messages?
Please try to close VS, rename this C:\Users\username\AppData\Local\Microsoft\VisualStudio\17.0_XXXXXXXX\ComponentModelCache
folder, and relaunch VS.
If it doesn’t work, please try to repair VS from VS Installer > More > Repair.
Besides, please make sure that there’s no programs/antivirus software/group policy running in the background which may block VS from accessing or loading files.
